I just noticed this in the past couple of weeks, after I upgraded to pacman 3.x
When I do a paman -Syu I get this:
:: Synchronizing package databases...
current is up to date
extra is up to date
:: Starting full system upgrade...
local database is up to date
Now, notice that **nothing** is said about community here, as if only current and extra were enabled, but in my /etc/pacman.conf it is enabled as this code snippet shows:
[current]
# Add your preferred servers here, they will be used first
Include = /etc/pacman.d/current
[extra]
# Add your preferred servers here, they will be used first
Include = /etc/pacman.d/extra
#[community]
# Add your preferred servers here, they will be used first
Include = /etc/pacman.d/community
So, the question is ... is there a problem with the new pacman or is this just a new and planned behavior?

Since when are commented out stuff supposed to work?
There shouldn't be any reason to learn more editor types than emacs or vi -- mg (1)

You mean to say that the header [community] cannot be commented?
I'll try that, but I thought that was just a header and the "old" pacman was commented.
May be I'm wrong ... I'll try.

Hi, I had the same problem! I wasn't looking at the header, just the Include line. Problem solved.
