Could you explain how to install this package?

pacman said that my community database is updated, but it doesn't know this package.

As someone on the forum already noticed, community.db.tar.gz hasn't been updated since 14th May. I believe devs/TUs are aware of that.

For now, just run

pacman -U ftp://ftp.archlinux.org/community/os/i686/kazehakase-0.4.6-3.pkg.tar.gz
