[Xfce4]How to change the panel icon in the settings manager?

I am trying to fully tango my desktop but I'm having a problem with the panel icon in the settings manager here is a screenshot of my problem

the icon name i am using is xfce4-panel.png and the panel manager itself picks it up just not the settings manager, what am i missing or is this a bug?

also a bit off of xfce but is there anyway to overwrite icons in /usr/share/pixmap locally for instance with ~/.pixmap instead of having to actually place them in /usr/share/pixmaps where they will get overwritten everytime i update the apps that place icons in there.
