Yes, you need to add your user to the "storage" group, and possibly the "camera" group too, depending on if your camera works like a normal usb-stick or not. Don't forget to log out and log in afterwards
A list of groups used in archlinux and what they are good for is available at: http://wiki.archlinux.org/index.php/Groups .

Have you installed gnome-volume-manager, dbus and hal, and started dbus before hal in rc.conf?
That your mouse stopped working is a bit weird (did you change some other setting? broken usb controller?), but should have nothing to do with if you added yourself to "storage" or not.

i ve reinstalled arch but the problem is still here. When I plugin USB mouse, arch didnt plug it. Same with USB camera and Flash disk /dbus is before hal in daemons

I'm having a similar problem with my camera not be able to be mounted under Xfce4.4. It tells me that the user doesn't have privilege to mount device, I tried this with both my user and as root with same results. The device shows up as a usb storage device in thunar. Any ideas? Thanks for the help.

Ive solved that problem with my mouse and with memcard. For mouse run as a root: hal-devices (everything should be working) and for access you must be in groups camera and storage as wrote someone above...
