Setting Read Speed for DVD-RW Drive

I have an internal NEC DVD-RW and I am interested in the ability to set a slower read speed. Most discs I read tend to be media I wish to play, like audio cds or movies. Unfortunately the drive is distractingly loud when it spins at full speed. I know that media can easily be played at much slower speeds, so it would be nice to be able to adjust the read speed at will.

Is there any utility or configuration file that determines this? I also have some systems level programming experience, so if anyone knows which c library controls specific device parameters like this (maybe ioctl?), please let me know. I'd be interested in making a gnome panel app to quickly switch between read speeds if something like that doesn't exist.

hdparm -E or eject -x should work.

Both approaches work fine for my cdrw, but the dvd-rw doesn't seem to respond to numbers like 4 8 16 etc...

edit: hdaparm -E does seem to change the speed for reading cds on my dvd-rw, but has no affect on dvd read speed

I also have an NEC (3500A) and was having this problem.

I found Nero DriveSpeed (http://www.cdspeed2000.com/download.html) worked through Wine, and could set the DVD read speed at 1, 5, 8, 12, and 16x. I think these are fixed read speeds the drive is capable of.

And I've just found http://noto.de/speed/speedcontrol.c which seems to only be able to set a 1x speed with: speedcontrol -x <any number>
and set it back to 16x with: speedcontrol -x 0

BTW my NEC has Liggy's bitsetting firmware 2.18 if it makes any difference.
