How to lock Gnome's panels and applets?

I'm in the IT department at some university here in the Dominican Republic, and I've decided to try installing Arch on the library computers. So far, it's been great except for the fact that some of the students like to play the "Oooh I'm so leet 'cause I can change the panels to a point where most of the users can't even use the computer" game, which is irritating everybody around here, including myself.

So basically, my question is this: how would I go around locking up Gnome's panels and desktop background so that no one without permission (only those with root access, i.e. me) can modify them? If it's not possible on Gnome, is it possible on XFCE or KDE? I'd switch the computers to any of those two if I were to find a way to do this.

Gnome includes a utility called Pessulus, designed for just this sort of situation.

Kiosk (link to tutorial, not project page) appears to be the KDE equivalent, in case anyone's wondering.

Arch Linux's gnome does not include (it's in the community repository), and me having tried anything but Arch for a while now, I never knew about it.
