Upon a fresh install and system upgrade of Arch 2.6.22, shutdown worked fine (well almost - there was a noticeable delay in the HDD shutting off and the CPU + everything else shutting off, but this is a trivial issue). I then installed xorg, firefox, fluxbox, mplayer and a bunch of font packages. Shutdown once more. So far so good. Then I installed alsa-utils, flashplugin and jre. After installing the these last 3 packages, "shutdown -h now" fails to cut power to the CPU. HDD, keyboard, mouse and monitor shuts off, but the CPU and fan keeps running.
Even more strange is the fact that installing kdebase and a few KDE applications makes the problem somewhat worse. Even the HDD does not poweroff with kdebase installed (but everything else does).
I have a feeling the problem was introduced by alsa-utils. I discovered the alsaconf + PCI card warning on the Arch ALSA wiki page after running alsaconf, but I'm not sure if my onboard CMI9880 sound hardware counts as PCI. How can I revert to the pre-alsaconf setup?
If the problem is not related to alsaconf, then what else could it be? I had a very similar problem with Ubuntu 7.04 and drove myself half-insane trying to pinpoint its source.

well did you tried "shutdown -h -P now" ? i do it this way and it works like it should. give it a try

Yes, I have indeed tried both alternatives. The symptoms persist.
I have yet to try compiling a custom kernel. I will do that now.

I used to experience something similar:
For a long time (I started with 2.6.10 I think) my laptop wouldn't power down properly. I had one self-compiled kernel (2.6.14) where powerdown would work, but it wasn't until 2.6.20 that it worked properly.
The funny thing is, that with some recent kernels (about 2.6.18) it would power down properly, but only if I did not start X, no matter which driver/WM|DE I used.
I never found out what caused this, but at least it is working fine now.

No acpi modules are loaded (well, lsmod | grep -i 'acpi' shows nothing). I don't recall installing acpid. I have no need for it since this is a desktop and the P4 5xx series don't offer much with respect to core frequency underclocking. One of the recommendations I picked up over at the Ubuntu forums is to add acpi=force to the kernel boot line in grub.conf/menu.lst. I have not tried this option with my newest install of Arch yet, as a minimal install + KDEmod does not have the same problem as before - this time, I made sure to not run alsaconf.
@ wuischke : That is indeed very strange. Then again, your combination of a laptop board and (possibly) non-Intel graphics drivers might have just exacerbated the problem! Anyway, it's great to hear that the custom kernel helped.

Add the following to your kernel line..
apm=power-off
You can test it by booting, and hitting 'e' when grub comes up, and adding it manually just for that boot..
or you can just add it to the end of the kernel line in grub's menu.lst and then reboot.
See if that helps.
