locale is linked to what?

Is a locale like en_US linked to it's UTF-8 or to it's ISO-8859-1 counterpart?

en_US = en_US.UTF-8
or
en_US = en_US.iso88591

What if I have all 3 of them active in /etc/locale.gen?

Mine has these 2 entries:
en_US ISO-8859-1
en_US.UTF-8   
(I have US/Eastern in /etc/rc.conf)
Works fine.
