Locale not supported?

Often when I open programs from the terminal I get this error "Gtk-WARNING **: Locale not supported by C library.
        Using the fallback 'C' locale.".  I get a similar error when I do updates.  It's basically the same one, but worded a little differently.  It doesn't seem to affect anything, but I'm curious as to what causes it.  I have always gotten this error, so I know it wasn't caused by any updates.

Modify the local.conf and uncomment the line with the en_ and UTF-8.
Then, as root, run locale-gen

Everything should work properly.
