As I could read on the mailing list and some threads at the forum, there will (probably) be an organizational change with the Arch Linux repositories. I don't want to discuss the topic itself, I just would like to know when these changes will be made and take effect?

A repository reorganization has been discussed, however no plans have been put in place to execute anything of this sort. Ideally, we'd be giving the repos more descriptive names and setting some sort of guidelines which dictate what packages go where, but again, nothing has been decided upon.
I'm sure we'll give mirror maintainers and the userbase plenty of warning when we finally decide what we're doing in that regard.
