I installed from my old Voodoo 0.8 CD and I noticed I was getting warnings about LC_CTYPE when I ran Subversion. The line LOCALE="en_US.utf8" was in /etc/rc.conf. After some googling I uncommented the appropriate lines for EN_US in /etc/locale.gen and ran locale-gen and now the errors are gone. Did I miss something during installation?

Apparently that way of handling locales was implemented after releasing Voodoo install cd. You probably overlooked pacman's post-upgrade notices when updating your system after installation.

I did a pacman -Syu so my system should be current now? I was going to use the newest ISOs but I wanted to see pacman work its magic.

Yes after a pacman -Syu the system is current. No need to download and install again.
