CPU Freq Scaling Problem

I just started using arch and got to say I love it. I do have one little issue with freq scaling. I have and amd athlon-xp 1800+ in my hp ze4145 laptop.

I installed and loaded the cpufreq and powernow-k7. I edited the cpufreq conf file to list my minfreq (633MHz) and maxfreq (1.52GHz) and set the govenor to (conservative).

For the most part all is working fine except it won't scale down to my min. It sits just above it. So it wont scale to 663MHz, but it scales down to 795MHz.

Any ideas why?
