I upgraded deluge, removed .config/deluge and it doesn't starting (after removing .config/deluge, deluge doesn't starting too)

Try reading the first post.
As to the poster, you're better off asking the developers of deluge, since they obviously know more about the program than any of us.

Remove the deluge config folder in your home (~/.deluge). Completly remove deluge from your system (pacman -Rsn) and then reinstall it. That should do it.
