The answer to "What is the release mirror" can be found here in the Wiki. The answer to "How to use the release mirror" can be found on this Wiki-page.
How to check what packages are included there is something you should be able to figure out yourself (hint: it involves a internet browser and an official Arch-mirror ).
The question _should_ be though: why would you want to use that repository?

There is no release repository anymore - we decided it was superfluous and deleted it. You may still see it on some mirrors, but if there are any packages in it, they will be significantly out of date and should not be used.

A thread in a forum is not meant do be deleted after the initial question is answered, because if there are other people having the same question and they do their homework, they will perhaps search the forum an find this thread, which then prevents them from opening a new post with a similar question.
