dual monitor cmd line questions

does anyone know a way I can set up my dual monitor setup to show 2 virtual terminals, one on each monitor? right now I start to a cmd line only environment on vt1 and it mirrors that on both monitors. then I startx when I decide I want it and get a xinerama xfce environment on vt7 occaisonally using ctrl-alt-f? to switch back to the non graphical login, I'd like to see say vt1 on one monitor and vt2 on the other when I am not using X. I know I can get close to what I want by running a fullscreen terminal emulator on each monitor inside my X environment but I'd like to do it without going into X if thats possible.
