error using pacman

$ pacman --sync --refresh

i get

warning: current locale is invalid; using default "C" locale ::
Synchronizing package databases...
error: failed retrieving file 'core.db.tar.gz' from ftp.archlinux.org : Connection refused
error: failed to synchronize core: Connection refused
error: failed retrieving file 'extra.db.tar.gz' from ftp.archlinux.org : Connection refused
error: failed to synchronize extra: Connection refused
error: failed retrieving file 'community.db.tar.gz' from ftp.archlinux.org : Connection refused
error: failed to synchronize community: Connection refused
error: failed to synchronize any databases

Could somebady help. And also everytime i run a command i get the

warning: current locale is invalid; using default "C" locale ::

warning, pls help me rectify this! Thanks!

And even if it was working, you shouldn't be using the main archlinux server for your pacman repositories.
