If you are looking for a over-the-air hd card, I purchased an air2pc off ebay last year for ~$20.  I have been very pleased with it.  Very easy to setup, but won't do cable or SD.

These are digital tuners. Analog is going the way of the dinosaur in the US.

Kworld ATSC 110 (I use this in MythTV) Analog side is software based and not worth fooling with, IMO.
Airstar HD5000 ( I use this one too in MythTV).
Air2pc as webbrewer suggested w/the same caveats. (I use these through MythVideo / Mplayer)

I don't have these but believe they work in linux:

Avermedia 180 (PCI)
Dvico Fusion HDTV Lite (PCI)

You can definitely get the KWorld and Air2pc on ebay for your price target if you're patient.
The others will probably be in the $50.00 to $70.00 range on ebay.

Another thought, from what I've read, when buying a KWorld card new w/rebate, you have to fight to get the rebate.
