I've no great experience in using XFCE4, but I've lately been using it more and more. Deleting the default panels seems to not work particularly well from the GUI utilities.
What I do is the following: I open ~/.config/xfce4/panels/panel.xml and edit it as I wish. Make a backup if it, and then simply remove the entry for the panel you want to get rid of. Next time you login to a xfce4 session it should be gone.
Maybe there's a better way, I don't know.

This bug appeared from an unknown update a few months ago and the suggestion from KimTjik seems the only way to deal with this at the moment. I was unable to ever track down the cause...

Question what version of the xfce4-panel package do you have installed? Reason I ask is with 4.4.1 I had that issue but once I updated to 4.4.2 the issue went away. Although the method kimtjik wrote is how I did it in 4.4.1
