[GNOME] change desktop boundaries for windows

i'd use wbar (http://wbar.warlockshome.com.ar/), that's an application launchbar with some nice visual effects that doesn't need a lot of system ressources.
but if i start an application or open a window, then the window overlaps with wbar and the wbar isn't visible anymore.

is there a way to tell gnome, to keep a 42 pixel high band on the top of the screen clean? as if the screen ends 42 pixels from the top down...
