Difference using startx or qingy regarding PATH?

Situation is the following:
When I use startx to start kde, open a console and su to root I have everything in /usr/sbin/ in my path (important for kernel update, etc.). When I use qingy I don't have /usr/sbin/ in my path. Does anyone know why there is this difference?
I guess I can add 'source /etc/profile' to the root .bashrc, is this right? But then again I am intersted in the cause and would like to fix it the right way.
