Lc_all?

Hello, I have uncommented the same locale in locale.gen as I have in my rc.conf however LC_ALL is still not being set on default and pypanel, among other apps, will not run with a LC_ALL="" so I have to manually set it with "export LC_ALL='C'" which only works for the xterm session I have open.  So is there a way to set this environment variable for good?  Thanks in advance for your time.
