Here is the situation. If I have pkgrel=1 but there is a feature/fix I want now that I expect in pkgrel=2, but dont want to wait can I use something like pkgrel=1.5 and make the package and then have pacman update it to pkgrel=2 when it is available or will it not like the dot?

So, if I understand correctly, your situation is this:
1) pkgrel=1 is currently in our official repos.
2) Some fix comes along that you want.
3) You expect pkgrel=2 will have this fix, with (possibly) some other stuff you don't care about at the moment.
4) You want to rebuild the package for personal use, including the fix you're interested in, but you also want pacman to update to pkgrel=2 whenever it comes out.
If that's the case, why not just rebuild the pkgrel=1 package, and pacman -U your personal copy? That'll work perfect, and avoid strange corner cases.

Thanks for the reply that does seem the simplest.
