I have changed the info in /etc/rc.conf to UTC and US/Eastern, also Tried America/New_york, either way, it is at 4:00 A.M. and the other computer in my house is at 9:00 A.M. If anyone could help, I would greatly appreciate it.

Probably the most convenient way is to use openntpd.
pacman -S openntpdThen add openntpd into your daemons array in /etc/rc.conf and then start it up
/etc/rc.d/openntpd startSmarter than a speeding bullet
