System Clock Stuck in UTC

My system clock seems to be quite annoyingly stuck in UTC when I've taken many documented measures to actually set my timezone. I have set my timezone in rc.conf and I have checked to make sure /etc/localtime is pointed to the proper place and it is. My system clock is set to UTC and I specify that in rc.conf as well. Any help would be appreciated.

Edit: I also have openntpd up and running and I have tried just ntpd as well

Yeah, what I ended up doing is just switching to localtime despite it being not ideal for daylight savings time and whatnot. It seems that my computer doesn't like messing with the hardware clock for whatever reason. Thanks for the link though.
