Bug in Forum user list search?

Hi guys!

Maybe I found a bug in the user list function. When you are logged in you can enter a user name and search for it. But if you are not logged in, the search field will be missing completely although the rest (like user group, sort by and sort order) will still be displayed.

Is this a bug? Or is it on purpose?

It's just something I noticed accidentally
