Starting an X app pinned

Does anyone know if it is possible to start an X app (say xterm) that is pinned by default? And if so, how?

You have to specify the window manager that you're using.

I'm using xfce, but I was hoping for a general solution (when pinning is applicable).

The most general solution I can think of would be using something like Devil's Pie.  Here is a guide for it with an example of pin action included.
