Time is wrong

My time is off by 3 hours and about ten minutes, I installed openntpd, but when i check the log it gives me this

adjusting local clock by -10257.535316s
adjtime failed: Invalid argument

I'm pretty sure I have my time zone and things set correctly

HARDWARECLOCK="UTC"
TIMEZONE="America/New_York"

I know i've had time set up properly a few times before, but after i reinstalled it yesterday I just cant get it to work. Any help?

I have my timezone set to US/Eastern, might make a difference.

Have you just tried manually setting the time first with #date -s 1300 (whatever the time is) and then trying openntpd again?  Time seems way off in the log entry.
