/opt/qt/bin/qtconfig will do what you want. there's also a qt theme called polymer in community that isn't reliant on any KDE libraries if you want a KDE plastik look without having KDE installed.

qtconfig only changes qt theme. Not the theme of Kde apps.
I wan't to change the theme of Kaffeine and qtconfig doesn't change it's theme. And I'am running Xfce and I don't know a way to get to Kde control panel from Xfce.

Well, the information is in the file ~/.kde/share/config/kdeglobals. But it seems to me it's not so easy to edit manually.

Had the same problem, seems the only viable solution was to install kdebase, modify the theme with the control center and then uninstall kde.
To get something done, a committee should consist of no more than three persons, two of them absent.
