Webcams and windows

I'm borrowing a webcam from one of my friends.  I want to be able to talk to my family (one way, they don't have a webcam) via the webcam.  My family are not very computer literate, and they are using Windows.  What is a free program in windows that can communicate to a webcam program in Linux?  What's a good webcam program for linux?  I'm clueless, I've never used a webcam before.  Thanks!

I've used the gnomemeeting/netmeeting combination before with very little problems.

At the gnomemeeting website, it says that it is H.323 compatible. I don't know what that means, but if gnomemeeting works, then any prog with H.323 compliance should work(just in case you do not use gnome).
