Monitoring power saving events, and activity that may block them

I'm trying to get power saving working fully. For S3, I have ideas that will take some time (and, I've never had problems going into deep sleep, if X will suspend the monitor). But, for turning off the display, I have problems. Now, to be fair, I've always had such problems. Windows, every Linux distro, etc.. Linux+X seems to be the only one where the screen blanks but never goes to sleep, but often it won't even do that.

To tackle this now, and in the future...what are devices to cat/tail, and utilities to monitor, current activity of events that affect power saving features, including activity that may keep them from working?
