I guess the plus side of having 2.6.25 on the next ISO is because ext4 could be included.
yes,ext4 is better,it's seemed in fedora9

Can you upgrade to ext4 without a format? I've read that they are backwards compatible.

Check out this interview on the Fedora project site: http://fedoraproject.org/wiki/Interviews/EricSandeen. As some people have suggested, whether or not it is better is a matter of preference. I'd imagine for most people it makes little difference but ext4 definitely brings some new things to the table.
