vhcs, php5-cgi and openbasedir

Note for the forum's moderators : Since it is not Arch-related I posted here, but if this topic is in the wrong forum I apologize, feel free to move it.

I know there is a lot of knowlegeables users here, I hope someone will be able to help me. A friend of mine (He doesn't speak English, that is why I ask for him) has installed vhcs on our server. Currently it runs a Debian-Etch.

He has installed a hack to use php5-cgi over vhcs, openbasedir doesn't work since this time. So my (his) question is : how can we manage to run Suexec on the server in order to have one php.ini file per user ?

Thank you for your answers and I hope it doesn't bother anyone if I ask for something not related to Arch, I now that our community is open-minded
