[SOLVED] can not login a non-root user through vc/1 ~ vc/6

gdm: non-root user login ok.
tty1~6: non root user login fails, root login ok.

I've checked /etc/inittab, /etc/securetty and /etc/security/access.conf, all of them remained untouched and nothing seems strange.
I've tried chmod /dev/vc? to 666 and it changed nothing.

Any ideas?

It was in /etc/pam.d/login. The following lines can not be active at same time. When I uncommented one of them, I forgot to comment the other one.

#auth           required        pam_tally.so onerr=succeed file=/var/log/faillog
# use this to lockout accounts for 10 minutes after 3 failed attempts
auth            required        pam_tally.so deny=2 unlock_time=600 onerr=succeed file=/var/log/faillog
