Blanking of X is completely independent of blanking the console. 'man setterm' tells you that 'setterm -blank 0' disables blanking - so you can either edit rc.sysinit (and remember to edit it every time initscripts package gets updated), or just put 'setterm -blank 0' to rc.local.

From the talk on the ml, it looks like the setterm blanking will be removed from the initscript "soon"
