I cannot change the permissions on my /media/Local Disk drive. Ive tried using chmod 777 as root and nothing happens! What do I do......

What filesystem is on the disk? If it is an NTFS or FAT partition don't forget that they do not support permissions.

oh....lol... oops... yeah its NTFS... anyway I can make it so that I can create folder on the driver without having to be root then?

you need to mount it using ntfs-3g, eg
mount -t ntfs-3g /dev/sd?? /media/Local\ Disk
where sd?? is the device node of the disk (i.e. sdb1 etc) or, if its an internal disk try putting something like
/dev/sd?? /media/Local\ Disk ntfs-3g defaults 0 0
in /etc/fstab.
