Improvement to version controller pkgbuilds in AUR.

Hello, I think users shouldn't be able to flag pkgbuilds for version controller pulled packages, and instead be able to flag the PKGBUILD if it needs to be changed to work properly subversion repositories can change often.

Any opinions about this?
