um. you either install the isc dhcpd server, or you install dnsmasq. Either will work.
Those are configuration snippets from their respective daemons.
dhcpd config file is in /etc/ somewhere.
Same with dnsmasq.
find /etc/ -iname "dhcp*"
find /etc/ -iname "dnsmasq*"whichever you are using.. I can't remember offhand what the exact names of the files are, or where arch puts them.
