How to install lirc

I have a usb remote control from my PVR-150. I think I followed the istructions but I can't get it to work.
Can someone give me a step by step instruction how to activate it?

I did the following

# modprobe lirc_i2c
# modprobe lirc_mceusb2
# /etc/rc.d/lircd start

Now when I ran irw I got

% irw
% irw
connection refused

Any help?
