What is the config file called and located now again and how do I specify sv-latin1?

I suppose you are talking about the console.

In /etc/rc.conf you should put (or change) a line containing

KEYMAP=sv-latin1

For X it's  Option "XkbLayout" "se" in xorg.conf, and you can also set it from a terminal with `setxkbmap se`
