Where would I leave a comment about needed dependencies for Inkscape? In order to use the perspective plugin the python-lxml and python-numpy packages are needed. There are error messages that come up when trying to use the plugin though - is this good enough?

You could send the packager an email ("pacman -Si inkscape" brings up the packager and his email address, among other things).
I actually came across a mailing list today while I was working on metapax because I needed to check how/if optional dependencies were implemented (which is what python-lxml and python-numpy would be). According to what I read, they're not currently implemented correctly and they were skipped over for the latest release of pacman. One of the devs said that he would like to get it into the next big release though, so it might be better to just wait until then as there isn't much to be done about it right now (unless I wasn't paying attention and the replies referred to an older release).
Another option is to tie a note to a brick and throw it through the packager's or one of the inkscape developers' windows.*

Thanks. It wasn't a huge deal and the bug reports that I read for other distros (ubuntu mostly) listed the same problem - the dependencies weren't picked up in the install of Inkscape. I'm guessing, as you stated, it is because they are optional. I'll just leave it as is and if anyone is having a problem hopefully they will find this thread.
