qtconfig does nothing

Qtconfig does a very nice job of telling me it has changed my Qt theme, but it doesn't seem to affect any applications other than qtconfig itself. How can I fix this?

Also, how can I change the KDE icon set without the full KDE desktop?

There are two qtconfigs, /opt/qt/bin/qtconfig for qt3 and /usr/bin/qtconfig for qt4.
