Cannot play NIN the Slip at 24 bit and 98 Khz FLAC audio

I have a DELL XPS m1530 seems my audio card cant handle it..or is it my speakers?

Heh, I seriously doubt the fact that it's 24bit or that the sample rate is above that of a cd would matter to your speakers.

I would first make sure that the player you're using can handle 24bit audio and 98KHz sample rate, then after making sure of that I would look into the soundcard/soundcard drivers to see if it supports it.

now how would i find that out...does amarok play 24 bit?

Xmms plays them out of the box.
