Texlive problem

Today I let pacman replace tetex with texlive only to regret it seconds later:
1 several pdf-related formats didn't build during the post install scripts:
Error: `pdftex -ini  -jobname=latex -progname=latex -translate-file=cp227.tcx *latex.ini' failed
Error: `pdftex -ini  -jobname=pdflatex -progname=pdflatex -translate-file=cp227.tcx *pdflatex.ini' failed
Error: `pdftex -ini  -jobname=mllatex -progname=mllatex -translate-file=cp227.tcx -mltex mllatex.ini' failed
Error: `pdftex -ini  -jobname=etex -progname=etex -translate-file=cp227.tcx *etex.ini' failed
Error: `pdftex -ini  -jobname=pdfetex -progname=pdfetex -translate-file=cp227.tcx *pdfetex.ini' failed
Error: `pdftex -ini  -jobname=pdftex -progname=pdftex -translate-file=cp227.tcx *pdfetex.ini' failed
It appears to be related to language configuration as the basic complaint on the command line is that hyphenation rules for russian can't be found:

I can't find any latex.log on the system!!!
Trying to fix things with the suggested 

fmtutil-sys --byfmt <formatname>

doesn't correct thing but no error messages are produced.

I'm surprised that this tool is not included and since the inner workings of any TeX system is quite impossible to untangle for the layman this tools really are needed!
