Kernel panic, failed to load selinux policies

Hello,
I install pakages that selinux needs. Then I reboot, and get such message:

Failed to load selinux policies
Kelnel panic - not syncing. Attempt to  kill init

Then I add in /boot/grub/menu.lst enforsing=0, selinux=0, but it doesn't help. I want

First question:
How can I disable selinux?
Second question:
What is reason of "Failed to load selinux policies"?
