How to remap keyboard characters?

I'd like to remap my Russian phonetic keyboard layout to match what this guy did for the Mac: (scroll down to Usage to see the layout that I'm wanting):

Does anyone know what files I can edit to get these results?

I'd suggest xmodmap (1) in X; for the Linux Console, you can probably use some dumpkeys- (1) & loadkeys- (1) -fu to do what you want.
