Install from existing linux.. 64 bit??

I am looking at the wiki at

I think its not going to work for my case because I want to install a 64 bit Arch, from inside an existing 32 bit (Ubuntu).  When I chroot into the new partition with arch 64 in, surely I will not be able to run any commands, like pacman -S kernel26 etc...

anyone have any suggestions how to proceed?
