Is there not supposed to be a visual effects tab in the new Gnome 2.24 update? I have went into gconf and set Metacity to be a compositor, but I still can't find the visual effects tab to customize the settings.

I've never actually seen any visual effects tab except in Ubuntu, and that was their own doing...

There is no key...the 'Visual Effects' tab is something specific to Ubuntu. The Metacity compositor is not something you can really configure. It just gives you a few basic effect. To configure Compiz, you'll need to install ccsm from the repos. I repeat: there is no visual effects tab in any distribution other than Ubuntu (and perhaps its derivatives).

If you mean what key turns on the composite manager it's:
apps -> metacity -> general -> compositing_manager
Just load up gconf and check that box. Oooh, pretty!
