mke2fs.conf.pacnew with e2fsprogs update

The pacnew file has a bunch of new entries in the mke2fs.conf file.  I have no idea what this stuff means, so is it safe to overwrite my old mke2fs.conf?

yes it should be safe. The new entries define some sane defaults for ext3 and ext4 partitions which are needed in the new e2fsprogs when creating these file systems.
One thing else to note is that the default inode size has increased from 128 to 256 which should be fine for most usages.
