I just upgraded my kernel to 2.6.27, and after the reboot the result was awfull. The overall performance of the system is lower than my old Pentium II. I am using fluxbox and I am hardly switching between wirtual desktops. Even without X, compiling the fluxbox took me more than 5 times than it was before. A friend of mine is having the same laptop as mine, and he installed the brand new Ubuntu, which is witn 2.6.27 kernel too, and he is having the same issue. He booted with the old kernel (he had both because he just upgraded the system) and everithing is fine, but since I am with a brand new installation, I am unable to boot with another kernel. Is there something wrong with the kernel, and can I install older kernel. My machine is HP Compaq 6715s. There are no processess that are taking any CPU and the RAM is 80% free.

Seems like the APIC is buggy though, maybe use noapic option on kernel boot and see if that helps?

Hrmm I cant see any faults in the 2.6.27 one but I am by no means and expert. I would try the noapic option as the 2.6.27 one seems to use a work around of some sort, could be that is causing a problem.
Only actual error reported in that was it wants the usb stuff ehci_hcd loaded before ohci_hcd so if your loading them via the modules line in rc.conf you could swap them around or remove them and hope udev sorts it out. I doubt thats whats causing your problems though.

Hmmm interesting ... which chipset does that notebook use? A SiS one? From what I've seen these chipsets or a bad bios can cause this.
My notebook uses a SiS chipset, the cpu is a Turion 64 and I also see those APIC error on CPU0: 00(40) and APIC error on CPU0: 40(40) and this always puzzled me as I don't have any performance issues, plus I have read that disabling the apic could lead to some performance penalty in a case of heavy disk I/O ..... I'm o_O

As far as my limited understanding of it goes, if you are getting the APIC error it is essentially disabled anyway. It looks like the 2.6.27 kernel is somehow using a hack to get around the error, allowing the bugged APIC to work, which seems like a bad idea to me, but I dont know the reasons behind the change.
So that is most likely why noapic fixes the problem on 2.6.27, as it was not working in 2.6.26 anyway. Im pretty sure the buggy APIC stuff is down to the BIOS.

On my private laptop (Fujitsu Siemens Amilo Pro V3515) everything is working perfect without that option. Maybe something in the hardware of the HP machine is not very well supported.
