Is the implementation of "UseDelta" mature in pacman ?

From 'man pacman.conf'

UseDelta
           Download delta files instead of complete packages if possible. Requires
           the xdelta program to be installed.

* Is this implementation mature in pacman ?
* Is it widely used by packagers and users ?
* How does it work ?
